STATEMENT OF COMPLIANCE TO TECHNICAL SPECIFICATIONS The bidder must state in the last column opposite each parameter and required specifications either “Comply” or “Not Comply”. All pages shall be properly signed. Bidders must state here either “Comply” or “Not Comply” against each of the individual parameters of each Specification stating the corresponding performance parameter of the equipment offered. Statements of “Comply” or “Not Comply” must be supported by evidence in a Bidders Bid and cross-referenced to that evidence. Evidence* shall be in the form of manufacturer’s un-amended sales literature, unconditional statements of specification and compliance issued by the manufacturer, samples, independent test data etc., as appropriate for the three major components of MITSS (UAV System, TAD System, TSIS/Communication). A statement that is not supported by evidence or is subsequently found to be contradicted by the evidence presented will render the Bid under evaluation liable for rejection. A statement either in the Bidders statement of compliance or the supporting evidence that is found to be false either during Bid evaluation, post-qualification or the execution of the Contract may be regarded as fraudulent and render the Bidder or supplier liable for prosecution subject to the provisions of ITB Clause above goods manufactured by us. * The evidence required shall only pertain to the three (3) major components of the project, namely: a. UAV System b. TAD System c. TSIS/Communication System

CLARIFICATION AND SETTLEMENT OF CONFLICTING INTERPRETATION OF THE TECHNICAL SPECIFICATIONS

All clarifications regarding the technical specifications stipulated in this section will be clarified by the members of the Project Management Team/Technical Working Group of the MARINE FORCES IMAGERY AND TARGETING SUPPORT SYSTEM (MITSS) ACQUISITION PROJECT of PMC. In cases of conflicting interpretations, the nature and purpose of the equipment will be the basis of interpretation. The main basis for technical specifications and requirements is the nature and purpose of the equipment and its intended use as determined by the doctrinal application of the endusers represented herein by the Project Management Team.

of failure. The corrective maintenance procedures will direct the maintenance personnel in troubleshooting and repair of malfunctioning components. This will permit the technician to return a component system to service with minimum down time, increasing operational availability and readiness to accomplish the mission. Training publications covering all MITSS subsystem such as UAV, TAD and Tactical Training sensor integration kits must be provided. Each Manuals. subsystem shall have operator and technical training manuals in printed and electronic copies. One (1) manual per MITSS. Enable the maintenance and supply personnel to identify and order the correct replacement part with corresponding cost estimate for planning & Parts Manual: programming purposes. Maintenance Program

The proponent warrants that all upgraded major components are brand new, unused and free from any material or workmanship defect at the time of delivery. The entire delivery of the MITSS system and components subsystem should be supportable in maintenance and spare parts for the next fifteen (15) years. Technical representatives must be available upon request. Technical publications covering all MITSS subsystem such as UAV, TAD and Tactical sensor integration kits. Each subsystem shall have operator and technical maintenance manuals in printed and electronic copies. There must be at least four (4) Technical manuals for the Communications Support Company (CISC) of Service Support Battalion, CSSB. Two (2) copies for Marine Corps Training Center (MCTC) and one (1) copy for MC-6 office. The technical manual should include the basic issue items list and repair parts and special tools list. Each MITSS system and components must have a user’s or operators’ and organizational maintenance manual. The supplier must provide a maintenance program for the PMC that are not limited to the following: Field Repair Kit and test & measurement tools for UAV System, TAD and sensor integration kits must be provided Back-up UAV Ground Control Station & other MITSS components software applications and configuration tools for communications and computer applications system must be provided Unit Level Maintenance: The supplier is to provide proper in-country training and
