ATTY. CYRIL ENGUERRA RAMOS, CPA Deputy Ombudsman Office of the Deputy Ombudsman for the Military and Other Law Enforcement Offices

Deputy Ombudsman Cyril E. Ramos graduated cum laude from the Philippine College of Commerce (now Polytechnic University of the Philippines) in 1976 with a degree in Commerce Major in Accounting. He took and passed the Certified Public Accountant Board Examination the following year. He obtained his Bachelor of Laws degree from the Far Eastern University (FEU) in 1992, passed the Bar Examinations given the same year and was admitted to the Philippine Bar in 1993. He has a rank of Career Executive Service Officer III (CESO III) under the Career Executive Service Development Program. He is currently completing his Masters Degree in Business Administration. He is a public servant for almost 30 years, serving the Civil Service Commission (CSC) (1976 to 1987) and the Office of the Ombudsman (1988 to 2007). Deputy Ombudsman Ramos joined the CSC in 1976 through its Best and the Brightest Program as Personnel Analyst and rose from the ranks by introducing major reforms on personnel administration and management. He later became the Regional Director (Officer-In-Charge) of Regional Office No. 5 in Legaspi City. During his stint at the CSC, he pioneered several initiatives which includes the Position Classification Plan with Qualification Standards for LGUs; the realization of the Selection and Promotion Board through the passage of the Letter of Instruction No. 799; the Merit Promotion Plan with the Philippine Ports Authority as pilot agency; the Performance Appraisal System for Accounting and Budget Personnel; a Point-Rating based Evaluation System for Candidates for Promotion; and the conduct of Annual Corporate Planning Conference-cum-Workshop for CSC directors and the CSC-wide Planning and Budget Workshop for all CSC accountants and budget officers. In 1988, he moved to the Office of the Ombudsman as Director for Finance and Administrative Services. Inspired by the late Overall Deputy Ombudsman Jose C. Colayco, he pursued a law degree and was a consistent Dean’s Lister at FEU. In June 2002, he was promoted as Assistant Ombudsman for Finance and Administrative Office. He served as concurrent Project Director of the Project Management Office where he crafted the institution’s organizational reform agenda and anti-corruption initiatives which earned the support of Development Partners. Deputy Ombudsman Ramos is also heavily involved with the academe since 1988 where he served as lecturer, associate professor, or CPA and Law Reviewer at his alma mater. He also served as President of the Philippine Association for Government Budget Administration, Inc. (PAGBA) from 1995 to 2009 and the Association of Government Accountants of the Philippines, Inc. (AGAP) from 2002 to 2005 where he advocated best practices in the field of accountancy and budgeting. In 1994, he was awarded the Most Outstanding PUP Alumnus for Government Service. In 2001, he was awarded and cited as Outstanding Alumnus by the FEU Institute of Law Alumni Association.
