Sealed proposals (Single Bid System) are invited from the eligible organizations who are technically competent and experienced, as per eligibility criteria specified in the RFP document, for operating any or all Skill Development Centres (SDCs) of Bihar State Tourism Development Corporation (BSTDC) at (1) Hotel Kautilya Vihar, Patna (2) Hotel Lichachavi Vihar, Muzaffarpur and (3) Cafeteria & Resort, Maner, Patna. The scope of work includes “Imparting Domain Skilling Training under Tourism & Hospitality Sector, and consequent Placement and Follow-up of the youth of Bihar, as per Bihar Skill Development Mission (BSDM) guidelines”. Under this arrangement, the space will be allotted by BSTDC to suitable Applicant Organizations (AO/s) based on transparent criteria for setting up the infrastructure and imparting Domain Skill Training in the below mentioned courses as per the Model Curriculum and standards followed by Tourism & Hospitality Sector Skill Council (THSC) of India. 1) 2) 3) 4) 5)

“BSTDC” means, Bihar State Tourism Development Corporation “BSDM” means, Bihar Skill Development Mission (For detail processes and cost norms and details of above mentioned courses, please visit BSDM’s website: www.skillmissionbihar.org) “Domain skilling” means the training imparted to skill the fresh workforce entrants without any prior skill development experience through domain specific demand led skill training activity leading to employment or any outcome oriented activity that enables a participant to acquire a Skill, duly assessed and certified by an independent third party agency or an agency of national or state repute approved by competent authority, and which enables him/her to get wage/self-employment leading to increased earnings and sustained livelihood generation. “AO/s” means the Applicant Organisation/s which includes Sole Proprietorship, Firm, Company or any other form of organization/s that applies to BSTDC in the prescribed form for allotment of SDC/s for running specified Domain courses (Tourism & Hospitality) “SDC/s” means “Skill Development Centre/s” in which the space will be allotted by BSTDC to suitable AOs based on transparent criteria for setting up the infrastructure and equipment and for training and placement of candidates for specified Tourism & Hospitality courses. An AO can apply for one or more of all the three SDCs viz., (i) Hotel Kautilya Vihar, Patna, (ii) Hotel Lichachavi Vihar Muzaffarpur, and (iii) Cafeteria & Resort Maner. The response to this RFP along with all required documents will have to be submitted by the interested AO/s on or before 3.00 PM of 07/03/2017 in a sealed cover (Single Envelope System) super scribed as “For allotment of Skill Development Center/s (SDC/s) at hotels of BSTDC” addressed to the undersigned. Incomplete responses or those received after the specified time and date or not fulfilling the specified requirement shall not be considered. The proposals will be opened on the same day at 3.30 PM in front of the Tender Committee and the authorized representative of that AO/s who wish to be present, in the office of the undersigned. The undersigned reserves the right to issue addendum/corrigendum or to accept or reject any or all proposal(s) or to cancel the whole of this RFP at any stage without assigning any reason thereof. Introduction: Background of Bihar State Tourism Development Corporation (BSTDC) Bihar State Tourism Development Corporation Ltd. (BSTDC) represents a Government company constituted by the Government of Bihar under the Companies Act and is mandated with the development of potential of tourism activities in the state. The objective of the company is to promote tourism activities in the state through better management of its hotels, vehicles and tourism sites, organising tourism and publicity events and bring a vibrant face of Bihar tourism to attract maximum tourist and ultimately put an important contribution in state GDP. Project Objective: The proposed Skill Development Centres are entrusted with the task of equipping the unemployed youth to become employable by identifying their skill sets, providing them with training and equipping them to be placed directly under Tourism & Hospitality industry thereby enabling them to attain gainful employment throughout their working lives. Purpose of the RFP: BSTDC through this notice invites proposals from interested organisations (hereafter will be referred as Applicant Organisations i.e. AO) for allotment of its SDCs wherein the AO/s have to install suitable infrastructure and equipment to set up center/s for running Domain Skilling Courses of Tourism & Hospitality Sector (Course details are given under Annexure – I) as an opportunity to participate in empowering the youth of Bihar. This RFP is intended for the purpose of allotment of Skill Development Centers only and will not automatically lead as registration of SDC as a center for running Domain Skilling courses (in Tourism & Hospitality sector). After allotment of SDCs, a particular AO need to complete the online registration process of such SDCs for Domain Skilling Courses (in Tourism & Hospitality sector) on the web portal of BSDM (www.skillmissionbihar.org). However the AO has to pay course registration charges for such SDCs as mentioned on the above website. The AO/s has to initiate its infrastructure set up processes of SDC within 15 days of issuance of letter of allotment and has to complete the processes within 45 days from date of issuance of the letter of allotment. If an AO/s fails to complete the processes as stipulated above, their allotment will be cancelled and the security deposit/ performance guarantee will be seized/ forfeited. All the terms and conditions as applicable to other SDCs of BSDM for running a domain skilling course will also apply to the SDC empanelled through BSTDC. These details can be seen under the section of “Domain Skilling” on the website www.skillmissionbihar.org Invitation to proposal Issuance of RFP: Bids are invited from reputed agencies in the field of training especially in Tourism & Hospitality Sector. Proposal has to be submitted as a sole applicant only. Any form of consortium or joint venture is not allowed. Due Diligence: The Bidder is expected to and shall be deemed to have examined all instructions, forms, terms and conditions and other information in this RFP Document. The bid should be precise, complete and in the prescribed format as per the requirement of the RFP Document. Failure to furnish all information as required by the RFP Document or submission of a bid not responsive to the RFP Document in every respect will be at the Bidder’s risk and may result in rejection of the bid. Corporation Ltd., Government of Bihar shall at its sole discretion be entitled to determine the adequacy / sufficiency of the information provided by the Bidder. Cost of Bidding: The Bidder will bear all costs associated with the preparation and submission of its bid and Managing Director, Bihar State Tourism Development Corporation Ltd, Government of Bihar will in no event or circumstance be held responsible or liable for these costs, regardless of the conduct or outcome of the bidding process. Amendment of RFP Document: At any time before the deadline for submission of bids, Managing Director, Bihar State Tourism Development Corporation Ltd, Government of Bihar may, for any reason whatsoever, modify the RFP Document by amending, modifying and/or supplementing the same. Any amendments/modifications in the RFP document would be displayed on the website (www.bstdc.bih.nic.in) and all such amendments shall be binding on the bidders without any further act or deed on the part of BSTDC. In the event of any amendment, Managing Director, Bihar State Tourism Development Corporation Ltd, Government of Bihar reserves the right to extend the deadline for the submission of the bids, in order to allow prospective Bidders reasonable time in which to take the amendment into account while preparing their bids. Earnest Money Deposit (EMD): An AO can apply for more than one SDC in a single application. However it has to submit for each SDC applied for, an EMD of Rs. 10,000/- (Rs. Ten thousand) in the form of a Demand Draft drawn from a scheduled bank in India, in favour of favour of "Managing Director, Bihar State Tourism Development Corporation Limited, payable at Patna. Failing which the application will not be evaluated further. In case EMD is not submitted for the total number of SDCs applied for, then the application shall not be processed further and shall be summarily rejected. The AO has to submit a consolidated Demand Draft for all the SDC/s applied for. On the back of Demand Draft, mention the AO Name, Contact details. The EMD of unsuccessful AO/s for a SDC will be returned within a period of 3 months from the date of opening of this RFP. The EMD of a successful AO for a SDC will be returned upon submission of required performance guarantee. Forfeiture of EMD EMD submitted by the AO may be forfeited under the following conditions.  If the bid or its submission is not in conformity with the instruction mentioned herein;  If the organization withdraws the RFP before the expiry of the validity period  If the organization violates any of the provisions of the terms and conditions of the RFP  In the case of a successful Agency fails to furnish the required amount of performance guarantee and to enter into the contract with the BSTDC. The decision of Managing Director, Bihar State Tourism Development Corporation Ltd, Government of Bihar regarding forfeiture of bid security shall be final and shall not be called upon question under any circumstances. A default in such a case may involve blacklisting of the vendor by BSTDC, Government of Bihar.

Instructions to Bidders Introduction The section aims to provide guidelines/Instructions for Bidders, to be used while submitting the Proposals. These are generic in nature, but bidders are required to abide by them during the currency of the Bid. Scope of Proposal Detailed description of the objectives, scope of services, and other requirements relating to the SDCs allotment are as specified in this RFP and also in the BSTDC’s website. The Proposal is required to be submitted in the form and manner as specified in this document. Number of Proposals A bidder can submit one proposal at a time against issued RFP. Bidder submitting more than one proposal shall be rejected. Language of Bid All Proposals and various documents related to these Proposals should be in English Language. All correspondence between Managing Director, Bihar State Tourism Development Corporation Ltd, Government of Bihar and the Bidders would also be in English Language. Validity of Proposals  The Bid Validity period will be 180 days after the date of bid opening.  A bid valid for a shorter period may be rejected by Managing Director Bihar State Tourism Development Corporation Ltd, Government of Bihar as being non-responsive. Right to accept Proposal Managing Director, Bihar State Tourism Development Corporation Ltd, Government of Bihar reserves the right to accept or reject any Proposal, and to annul the Proposal process and reject all Proposals at any time prior to award of contract, without thereby incurring any liability to the affected bidder or any obligation to inform the affected bidder of the grounds for such decision. Proposal Due Date The proposal should be complete in all respect and must reach to the office of Managing Director, Bihar State Tourism Development Corporation Ltd, Government of Bihar at the address, time and date specified in the cover page of the RFP by hand/ courier/ speed post only. Incomplete responses or those received after the specified time and date or not fulfilling the specified requirement shall not be considered. The tendering authority shall not be responsible for any postal or courier delay or non-receipt/ non delivery of the documents. No further correspondence on the subject will be entertained. Modifications / Withdrawal No modifications / withdrawal to the Proposals shall be allowed once it is received by the RFP issuing authority.

Bid Opening Managing Director, Bihar State Tourism Development Corporation Ltd, Government of Bihar will open all Proposals, in the presence of bidders or their authorized representatives who choose to attend at the date and time mentioned in the RFP. Fraud & Corruption Bihar State Tourism Development Corporation Ltd, Government of Bihar requires that bidders bidding for this RFP must observe the highest standards of ethics during the proposal submission and performance and execution of Project. Clarifications During evaluation of the Proposals, Managing Director, Bihar State Tourism Development Corporation Ltd, Government of Bihar may, at its discretion, ask the bidder for clarifications on their proposal. Rejection of Bid Managing Director, Bihar State Tourism Development Corporation Ltd, Government of Bihar reserves the right to reject any and all proposals, in whole or in part, to waive any and all informalities, and to disregard all non-confirming, non-responsive or conditional proposals. In the event any or all proposals are rejected, in whole or in part, thereafter BSTDC Government of Bihar, in its sole discretion may initiate a new RFP process including all or part of the components of this Request for Proposals. Authentication of Bid The bid document shall be typed in written with an indelible ink and shall be signed by a person or persons duly authorized to bind the bidder to the contract. A duly stamped Power-of-Attorney accompanying the bid document shall have to be submitted by the bidder in favour of the authorized person. The person or persons signing the bid document shall initial all pages of the Bid document, including pages where entries or amendments have been made. Acknowledgement by the Bidder It shall be deemed that by submitting the Proposal, the bidder has:  Made a complete and careful examination of the RFP with full understanding of its implications.  Acknowledged and accepted the risk of inadequacy, error or mistake in the information provided in the RFP or furnished by or on behalf of Managing Director, Bihar State Tourism Development Corporation Ltd, Government of Bihar or relating to any of the matters stated in the RFP Document.  Acknowledged that it does not have a conflict of Interest; and  Agreed to be bound by the undertaking provided by it under and in terms hereof. Managing Director, Bihar State Tourism Development Corporation Ltd, Government of Bihar shall not be liable for any omission, mistake or error on the part of the Applicant in respect of any of the above or on account of any matter or thing arising out of or concerning or relating to RFP or the Selection Process, including any error or mistake therein or in any information or data given by BSTDC, Government of Bihar.

Visit to project site The bidders are advised to visit the proposed Skill Development Centres in Patna and Muzaffarpur to get an idea about the existing Infrastructure facilities provided (annexure IV) and the infrastructure that will have to be installed by them, if successful, for running the Skill development centres. It should be clearly noted that any costs incurred by the bidders for attending the pre-bid conference, visit to the project site, collection of preliminary information for preparation of the said proposal, or subsequent negotiations, would not be reimbursed. The selected organisation will have to set up the infrastructure and equipment based on the course wise equipment list provided in the BSDM website (www.skillmissionbihar.org) for the respective courses of the tourism and hospitality sector. Hence, the bidders are advised to carefully go through the details mentioned in the above before submitting their bid. Extension of Period of Validity In exceptional circumstances Managing Director, Bihar State Tourism Development Corporation Ltd, Government of Bihar may solicit the bidder’s consent to an extension of the period of validity. The request and the response there to shall be made in writing. Extension of validity period by the Bidder shall be unconditional. The EMD provided shall also be suitably extended. A Bidder may refuse the request without forfeiting the EMD. A Bidder granting the request will not be permitted to modify its bid. Validation of Interlineations in Bid Any interlineations, erasures, alterations, additions or overwriting shall be valid only if the person or persons signing the bid have authenticated the same with signature. Disqualifications Managing Director, Bihar State Tourism Development Corporation, Government of Bihar may at its sole discretion and at any time during the evaluation of Proposal, disqualify any bidder, if the bidder has:  Submitted the Proposal documents after the response deadline  Made misleading or false representations in the forms, statements and attachments submitted in proof of the eligibility requirements  Submitted a proposal that is not accompanied by required documentation or is non-responsive  Failed to provide clarifications related thereto, when sought.  Submitted more than one Proposal (comprising of same Prime Applicant individually or in case of a consortium Prime Applicant and Implementation Partner)  Declared ineligible by the Central Government/ State Government or any of their Agencies or PSUs for corrupt and fraudulent practices or blacklisted

Selection: Only those applicant organisations will be allotted the SDC/s which fulfil the “Eligibility Criteria”*

*In case, there is a scenario wherein two or more organisations who have passed the eligibility criteria and have applied for the same SDC, then the one with highest Average Turnover for the FY 2013-14, FY 2014-15 and FY 2015-16 shall be allotted that SDC. Eligibility Criteria: 1.

The AO/s must have a minimum Annual Turnover of at least INR 200.00 Lakh in each of the last three financial years (FY 201314, FY 2014-15 and FY 2015-16). Further, the average turnover from conducting training programs should be INR 50.00 Lakh for last three financial years (FY 2013-14, FY 2014-15 and FY 2015-16). Audited financial statements must be mandatorily provided along with a CA certificate certifying the total turnover and also the turnover from conducting training programs during each of the last three financial years i.e. for FY 2013-14, FY 2014-15 and FY 2015-16. Note: The definition of “Training Programmes” would be as follows: Trainings sponsored / funded by any Ministry / Department / CSR Programme of a PSU / NSDC / Fee based programme. And such training should be in Courses / Modules / Job roles notified by NCVT / SCVT / Sector Skills Councils / Any other valid Certification Program.

The AO/s must have a positive net worth as on 31.03.2016. A CA certificate certifying the net worth as on 31.03.2016 must be mandatorily submitted

The AO/s must have trained at least 1500 candidates on a consolidated basis during the last 3 Financial Years (FY 2013-14, FY 2014-15 and FY 2015-16). Note: The definition of “Trained” would be as follows: Candidates trained in Trainings sponsored / funded by any Government Ministry / Department / CSR Programme of a PSU / NSDC / Fee based programme. And such training has been in Courses / Modules / Job roles notified by NCVT / SCVT / Sector Skills Councils / Any other valid Certification Program. 5.

The AO/s must have a track record of operating / running a minimum of 2 centres in the Tourism and Hospitality sector in the last 3 Financial Years (FY 2013-14, FY 2014-15 and FY 2015-16). The AO has to mandatorily submit an Affidavit in the specified format as given under Annexure – II.

The formats in which the above stated details are to be provided are enclosed at Annexure III (Tech 1 to Tech 7). All forms and details under the said Annexure will have to be mandatorily filled in the prescribed form and submitted or else the application will be summarily rejected. The proposal must be mandatorily submitted with supporting documents in a hard bound manner. Any loose proposal or proposal without supporting documents will be summarily rejected. Period of Allotment of centre: Eligible AO/s as stated above shall be initially allotted such training centre/s (SDC) for a period of 1 Year from the date of approval of registration of the centre. The period of allotment shall be extended for subsequent years based on performance subject to a maximum of 5 Years, in the first instance. After Five Years it may be further extended on the basis of agreed terms and conditions and th the performance of the AO. The first performance review will be conducted in the 9 month from the date of allotment of centre. If th the performance is not found to be satisfactory, then the AO shall be de-empanelled for that Centre (SDC) on completion of 12 month or end of the running batch whichever is later. st

Once a SDC is allotted to an AO, it should start the 1 batch within 60 days from the date of issuance of Letter of Allotment (LOA), if the AO fails to do so, the AO will be de-empanelled from that BSTDC and the Performance Guarantee for that SDC shall be forfeited. The SDC has to be used primarily for running of Domain skilling (Tourism & Hospitality) programs as approved by the BSTDC. Performance Guarantee (PG): An AO has to submit for each allotted SDC, a Performance Guarantee of INR 50,000 /- (Rs. Fifty Thousand only) in the form of a Demand Draft only in favour of “Managing Director, BSTDC payable at Patna”. In case, the AO fails to submit the required PG for the allotted SDC, then EMD for that SDC will be forfeited. The PGs may also be forfeited if the AO engages itself in unwarranted/undesirable activities i.e. other than the purpose for which such SDC has been allotted to the AO besides liabilities towards prosecution under appropriate law. The PG will be returned within six months from end of the period of allotment for that SDC or may be asked to extend the validity as the case may be. In case of extension of period of allotment, the PG will be returned within six months from the end of extended period of allotment for that SDC.

Terms of Reference (TOR), Fees to be charged by BSDM, Training Cost/s and Payment Terms: A. Target Beneficiary Age Group: Working age population – 15 – 59 Years. B. Target Beneficiary: Minimum Qualification: Please see Annexure-I C. Training Duration: Please see Annexure-I D. Placement: Definition & Mandate: Placement Definition: Placement to be mandatorily done in 3 months from result declaration date. Placements by definition would mean that the placed candidate has joined the offered job and is in employment for the next 3 months at least. Placements can be in the form of wage employment or selfemployment. In case of wage employment candidates should be placed in jobs that provide wages at least equal to minimum wages prescribed by the State where the deployment is done post recruitment and such candidates should continue to be in jobs for a minimum period of three months, from the date of placement in the same or a higher level with the same or any other employer. In case of self-employment, candidates should have been employed gainfully in livelihood enhancement occupations which are evidenced in terms of trade license or setting up of an enterprise or becoming a member of a producer group or proof of additional earnings (bank statement) or any other suitable and verifiable document as prescribed by BSDM / respective Ministry or Department. Placement Mandate: All the schemes following BSDM guidelines will have to ensure a minimum of 50 % placement including self-employment. The breakup of placement percentage for wage and self-employment can be decided by the implementing department as per the nature of the course and their target group inclinations. E. Post Training / Placement tracking mandate: All candidates need to be marked as placed or unplaced on the BSDM portal in 3 months from result declaration date. For Placed candidates: For Placed candidates 1 year of employment related tracking with the provision of uploading 6 months’ payslip (in the aforementioned 1 year) or bank statements / self-declaration (To highlight increase in earnings in the case of self-employment). F. Assessment & Certification:  Assessment: SSC’s appointed assessment agencies  Certification: SSC’s G. Empanelment Process of training centres of Organizations (as Skill Development Centers i.e. SDCs) : The organization would be required to register their each training center with BSDM on its web portal as a SDC in order to avoid duplication of center as well as the beneficiaries being trained in that center.  SDC operator / SDC (due-diligence) empanelment processing fee: A non-refundable processing fee of INR 500 (To be revised by BSDM from time to time) per SDC will be charged from all the SDC applicants against the desk appraisal and due-diligence conducted by BSDM. Please note that this activity and payment has already been made by the BSTDC for the respective SDCs.  Centre Registration Fee and annual renewal fee: All SDCs will pay a center registration fee of INR 3500. Please note that this activity and payment has already been made by the BSTDC for the respective SDCs. The center registration will be renewed at the end of the financial year in case of satisfactory performance of the SDC. A renewal fee of Rs. 1500 per year shall be charged. However, the initial registration for centres shall be valid up to 31st March, 2018. Thereafter it shall be only up to the end of financial year, in which the center is registered.  Course Registration Fee and annual renewal fee from empanelled SDCs: All empanelled SDCs will pay a course registration fee of INR 1000 / course. The course registration fee will be renewed at the end of the year in case of satisfactory performance of the SDC. A renewal fee of Rs. 1000 per year per course shall be charged. However, the initial course registration for centres shall be valid up to 31st March, 2018. Thereafter it shall be only up to the end of financial year, in which the course is registered. Note 1: Authorization as SDC shall be given subject to completion of all the prescribed procedural formalities and submission of all the requisite documents. Note 2: BSTDC shall not be liable to refund the processing fee even if the application for registration gets rejected or the organization withdraws the application. Note 3: BSDM shall not be liable to refund the annual center registration fee and course affiliation fee once the centre is authorized as SDC and the centre code is generated if the organization wants to withdraw the application subsequently or is de-empanelled by the BSDM.  Portal usage fees: A per candidate portal usage fee (against using the portal for monitoring and evaluation of the training) of INR 0.50 per candidate per course per hour will be deducted from the amount payable to the SDC operators or will be charged in case of candidate paid models. This rate is applicable for FY 2016-17 only which will be revised for subsequent years.  Refundable security deposit from candidates: 10% of the total training fee (as paid to the SDC) per learner (to be paid to BSTDC/BSDM through the SDC operator) up to a max of INR 1000 will be taken as refundable security deposit from candidates.  The SDC operator will bear the Training of Trainers (ToT) charges for its trainers as decided by BSTDC. H. Release of Funds:  30% of the training fee – On completion of 1/3rd of the duration of the course or 1 month whichever is later for all the candidates with attendance equal to at least 80% against the covered duration of the course (in hours).  50% of the training fee – On passing the final assessment by the BSDM authorized assessment & certification agency – for the passed candidates only, post adjustment of the 30% (paid earlier) for candidates who did not pass the assessment.  10% of the training fee – For all the certified candidates after a minimum of 50% of the batch has been placed.  10% of the training fee – For all the certified candidates this amount will be paid post the 12 month tracking completion and compliance. Note: All the invoices of instalments shall be raised through the system and the payment will be made within 30 days of the raising of invoice. I.

Training Calendar: Any training batch will be able to start on 1st of the Month or 15th of the month. In case any of these dates is a holiday the common batch starting date applicable will be the next working day.

K. Tool Kit or any other teaching aid or uniform: If required, this will have to be arranged by the organizations at their own cost. L. Training Cost: Category 1: INR 40.40 per candidate per course per hour Category 2: INR 34.70 per candidate per course per hour Category 3: INR 28.90 per candidate per course per hour  The cost given as above is the total training cost payable. However, the reduced training cost (on account of portal usage fee) to be paid by the respective Departments to the SDCs / SDC operators.  The portal usage fee is to be paid by the respective Departments to BSDM. M. Career Progression (for every candidate who gets Rs 15,000 per month (cash in hand) and holds the job for at least 3 consecutive months within the 1 year tracking period) @INR 5000 per candidate. Note: This component will be paid for all the candidates who receive a salary of INR 15,000/- (cash in hand) for at least 3 consecutive months within the 1 year tracking period. N. Counselling support including medical check-up: @INR 10000 per candidate Note: The invoice for this amount will be raised for the candidates who have got overseas deployment and have completed at least 3 months in the job post deployment. O. Placement Incentive: If the batch wage employment placement rate is 70 to 85 %, placement incentive will be – INR 3000 for all the certified candidates who are placed in wage employment. If the batch wage employment placement rate is more than 85 %, placement incentive will be – INR 5000 for all the certified candidates who are placed in wage employment. P. Post-placement support (PPS) for Special Areas: Special Areas in context of Bihar: Left Wing Extremists (LWE) Areas as per the Home Ministry notification. Special Groups: Would comprise of Women, Persons with Disability (PwD) candidate In order to enable the newly skilled persons from Special Areas/Groups to settle into their new jobs/vocations under wage employment, post placement support would be provided directly to the candidate at the rate of Rs 1500/- per month for the following durations:  Placement within District of domicile – 1 month for Men, 2 months for Women  Placement outside District of domicile – 2 month for Men, 3 months for Women Q. Assessment & Certification cost:  Only for QP/NOS courses – INR 600- 1500 as per the prevalent course / SSC assessment rate will be paid by the BSTDC to the respective SSC/assessment agency. Performance Review: The first Performance Review shall be scheduled nine months from the date of registration of that centre. Performance shall be reviewed on the basis of number of certified trainees upon the allotted target (based on capacity which will be communicated at the time of signing of Agreement). A percentage score shall be calculated by dividing the target achieved by allotted target. Based on the score obtained, a centre would be put in one of the four categories:

Score of <=50 shall be treated as Poor performing and will face de-empanelment for that centre and the respective Performance Guarantee shall be forfeited. Such centre needs to improve its performance to achieve score of 71 or above within the next 3 months or else face de – empanelment for that centre at the completion of 12 months from the date of registration of that centre or end of the running batch whichever is later Scores between 71 and 85 shall be treated in the category “Satisfactory Performance” and Organisation shall be asked to submit a Plan for the centre on how it will move to the category of “High performance”.

The equipment installed at the training centre shall be primarily used for training as approved by BSTDC.



All operational expenses (eg. for water, electricity etc.) has to be borne by the Applicant Organisation.
