Sirs, This Institute invites limited tender in two bid system(Technical & Financial) from reputed firms/authorized dealers/manufacturers for the purchase of equipments for this Institute. The sealed tender should reach to this office upto 1.00 p.m. on 14.03.2016 and will be opened at 2.30 p.m. on 14.03.2016. The envelope containing tender should be superscribed as “ Tender for the supply of__________________________due on 14.03.2016. 7. The firm shall have to submit earnest money for each items separately as indicated against each item in the form of Demand Draft/Banker’s Cheque/FDR or Cash only. No other form will be accepted. The Demand Draft/Banker cheque/FDR should be issued in favour of “ICAR Unit, IIPR”, payable at SBI, Kalyanpur, Kanpur issued by any nationalized bank. In the absence of earnest money, the tender will liable to be rejected. 8. Earnest Money of unsuccessful bidders shall be returned after the finalization of tender. 9. If EMD exemption is claimed, attach relevant valid documents pertaining to such exemption issued to the firm by the Govt. of India. However, the successful firm will have to deposit 10% of awarded value as performance security even after getting the exemption from earnest money. 10. Eligiblilty for Responding: a. Only those firm should respond who are the manufacturers or authorized dealers/ authorized agents of the stores specified in the tender specifications. b. The foreign manufacturers of the tenders stores will have to specify in the tender document, details of the sales service to be provided after expiry of warranty period. c. Indian agents of foreign manufacturers/principal are allowed to participate in the tender subject to the following conditions: i. The Indian agent will submit the tender alongwith a copy of latest authorization letter/agreement of the foreign manufacturers/principal. 11. The tenderers can authorize a representative to be present at the time of opening of tender. The representative must bring with him a letter of authority from the firm to be present at the time of opening of tender. 12. Submission of the proposal: Tenderers must submit the tenders in TWO BID SYSTEM A. TECHNICAL BID should contain the following: i. Earnest Money ii. The technical details of the models offered alongwith the supporting technical literature, leaflets, brochures etc. iv. User list of similar equipments along with copies of supply order. v. Latest agreement/authorization from the foreign firm in case Indian agent submitting the tenders on its behalf. If any item is a ‘Proprietary Item’ the same may be mentioned separately. vi. Copy of PAN ,TIN & VAT etc., B. FINANCIAL BID should contain the following: i. Details of rates, taxes, duties, discounts, if any quoted by the bidder. ii. Any documents in support of price bid. 13. “Technical Bid & Price Bid should be submitted separately in separate sealed envelopes, superscribed accordingly in Bold Letter. All these two envelopes should be submitted in a common bigger envelope. a. For Indigenous suppliers: Payment will be made through IRTGS on bill basis after supply, satisfactory installation, commissioning and performance of the equipment at IIPR, Kanpur and after certification by the scientist concerned. b. For Imports: The payment shall be made only through irrevocable letter of Credit(L.C.). L.C. will be opened on 100% value of the equipment/item on FOB value and 80% shall be released on presentation of complete and clear shipping documents. Rest 20% will be released only after satisfactory installation of the equipment and certification by the scientist concerned. This will not include commission the Indian Agent. Payment to the Indian agent will strictly made in Indian Rupees after satisfactory commissioning of equipments. Delivery Required By: a. For Indian/manufacturers/suppliers within 45 days or at the earliest from the date of issue of the award letter or specified in the supply order b. For Foreign firms:- within 90 days from the date of opening of the letter of credit or as specified in the supply order. Terms of Delivery a. For Indian/Manufacturers/suppliers:- FOR: (i) IIPR, Kanpur b. For Foreign manufacturers/suppliers:- any nearest Airport of India from IIPR, Kanpur. The registered firm with DGS&D/NSIC will also have to deposit performance security as applicable. No interest shall be payable by the purchaser on Earnest Money & Performance Security deposited by the tenderer. If the firm does not complete the supply within the laid down agreed security delivery period as per contract, liquidated damages will be charged 0.5% per week or part thereof subject to a maximum of 10% of the contract value. However, the institute reserves the right to either further extend or cancel the contract after expiry of delivery date and recover the liquidated damages from the dues of the firm or by legal means. The tender must be contained covering letter pad of firm in which the submitted documents should be clearly mentioned. The tenders can be put in the tender box kept in the Store Section of this Institute or tender can also be sent by post but it will be at the risk and responsibility of the tenderers themselves. The Institute will not be responsible for postal delay or for wrong delivery of tender. Quantity of items can be decreased or increased while placing the order. Portable Leaf Spectrometer Leaf spectrometer for plant phenotyping including NDVI, chlorophyll, pigments and plant senescence reflectance index for stress monitoring    

The System should be designed to measure the transmission, absorption and reflection. System should have inbuilt light facility to avoid signals/deviation by natural light. System should have measurement range of visible to NIR (Approx. 300 to 1100nm). The spectrum can be used for the quantification of chemical concentrations, colour analysis, the study of photochemical reactions such as photosynthesis, and the quantification of physical or optical properties such as film thickness, index of refraction, and extinction coefficient.  System should measure Normalized Difference Vegetation Index (NDVI), plant stress, such as the Plant Senescence Reflectance Index (PRSI), pigment concentration, including Carotenoids, Flavonol, Anthocyanin, HCA, Chlorophyll etc. and leaf water status estimated by the Water Band Index (WBI) etc.  The system should include: estimates of greenness like the widely used Normalized Difference Vegetation Index (NDVI) and other popular vegetation indices (PRI, CRI, ARI, etc.) or option to add users own algorithms. Several real time computations in an intuitive and easy-to-operate system.  The instruments should supply with all required accessories including Leaf Probe, communication cable, software, manual, inbuilt display/data handling system.  The instruments should supply with dual light source (Halogen/LED), Communication cable, Operation software CD, operating manual, instrument and Portable data acquisition/PC and other desired.
