A brief summary of highlights is attached for each RIL compartment and for the TLAS audits conducted in Sept 2013. GFS identifies the number of Major or Minor non-compliance as well as observations occurring in each compartment and report. Summary Highlights (Major= 0, Minor=0, Observations=0) The assessing team evaluated four skid trails (SKT 14, SKT 12, SKT 4 and SKT 3) in FMU 15 Compartment 321 operated by Gasing Selatan. No gaps or observations were identified thus Gasing Selatan has complied with RIL requirements. (Major=0; Minor=0; Observations=0) Paradigma Istimewa has logged about 8% of Compartment 3 Area A for Chok Brothers Form 1 Licensed area. No gap or observation has been raised during the audit. However 6 observations raised during May 2013 audit were addressed by the contractor as stated below; Checklist 3.2/6.4: One culvert was observed on the ground but had not been marked on the CHP map at FR 2 (RX 736095; BOR 523311).The culvert requires maintenance to allow proper water drainage. Status: The CHP map has been updated to include all constructed culverts. Checklist 3.4: Improper drainage system was observed at FR 2 (RY 736338; BOR 523346), causing erosion of the road surface. Status: Side drains were consistently constructed and planks were installed to reduce the road surface disturbance during harvesting. Checklist 4.3: Improper directional felling observed at SKT 4 (RY 735811; BOR 523333) where the residual debris from tree crown (#1037 & #1038) is felled into seasonal creek. However, the contractor had taken an immediate action to clear out all residues from the seasonal creek. Status: The contractor had penalized by SFD (JPHTN/NN/4000/1/2/JLD.6/49; Dated: 29 July 2013) and taken corrective action to clear the seasonal creek from trees residual.

Checklist 5.2: There are evidence of unnecessary blading was observed in Compartment 3 at SKT 1, SKT 3 and SKT 4. This is based on the deep cuts into the terrain/soil. Status: The contractor had penalized by SFD (JPHTN/NN/4000/1/2/JLD.6/49; Dated: 29 July 2013).

Status: CHP map for Compartment 3 had been updated to include the actual alignments of skid trails on the ground. (Major=0; Minor=0; Observation=0) All harvesting operation by Elite Espirit in Block 1 under Form 1 License for Andaun Tangkap dan 11 Peserta has been completed since April 2013. In respect to an issue raised during the previous CHP audit, the CHP contractor has updated the table of logging impact calculation on page 13. Maxland stopped operations during the RIL assessment due to safety reasons, however RIL activities needs to continue during RIL audits in order to allow the team to verify compliance to safety requirements of the standard. The RIL assessment of Asiatic Lumber Industries Sdn Bhd for Compartment S3 has resulted one observation based on the insufficient constructions of drop zone 3 to accommodate 5,079 trees from the compartment area. The audit conducted recently at Compartment S3 in September 2013 was the first RIL audit. It has been over 1 year there is no logging activities carried out at this compartment after the CHP audit in March 2012 due to the coupe validity was expired and suspended by the SFD.

The logging contractor has renewed their validity of block YLH 2/08 where st Compartment S3 is located until 31 January 2014 (ref. letter: JPHTN/PP/(5)100-26/2/KLT.6/85). (Major = 0, Minor = 2, Observation = 4) The assessment of Tamabina for FMU 16 Compartment 589 resulted in 2 Minor gaps and 4 observations based on skid trails alignment and unnecessary branches for SKT A28 and poor directional felling. Gaps: Checklist 4.3 (Minor gap): Improper felling technique was observed applied on 2 stumps observed on the ground (#F0137 at SKT C1 (RY 817133; BOR 572819) and #F0008 at SKT B4 (RY 817588; BOR 572294). 1 prohibited tree (BL, 68cm) was found damaged at SKT C2 (RY 817081; BOR 572889). Checklist 5.1 (Minor gap): 2 additional branches off SKT A28 were observed during the assessment that were not mapped or recorded in the CHP book. An approval letter was provided after the assessment; however the skid trails were not required as all 4 stumps were observed within 30m of the main skid trail, which could have been extracted using the cable. REDUCED IMPACT LOGGING addressed 2 observations identified in the previous assessment in April 2012 as all stumps checked were identified with tree numbers and no hollow logs were observed. Winmore Development was permitted to fell 5 trees for demonstration of RIL using logfisher for a documentary film crew. GFS observed the contractor to use good directional felling techniques to fell 2 trees ((#1654; WS; 71cm & #1653; WS; 105cm). The field staff used protective equipment during felling and extraction of the logs with the Logfisher. The feller stabbed tree # 1653 to check if there the tree contained hollow bole prior to felling.

Harvesting operation at Compartment 193 commenced in December 2010 and was completed in March 2012. However the compartment is still not been closed as the data for TDP was not clearly recorded for the compartment since they were combined with other compartments within the same Coupe License. Closing applications and inspections are recommended to be carried out within 6 months after logging operations are completed. This is to avoid missing of evidence such as tag on the stumps, faded tag numbers and rotten stumps. (Major Gaps=0; Minor Gaps=0; Observations=0). The assessing team did not able to conduct a full audit for Compartment 424 because the access road that leads to the compartment was inaccessible. The access road to the compartment passes through Sungai Kuamut, where the water volume of the river was too high to cross during the Sept audit. However, the team carried the audit by focusing on the updating contractor’s records and evaluation of equipment as listed below; 1. Total of trees felled in the Daily Felling Records 2. Check Scaling (CS) 3. Timber Disposal Permit (TDP) 4. Registration of machineries being utilized at Compartment 424 with the SFD 5. Safety and health (the contractor’s PPE and First Aid Kits) Status of Compartment 424: GFS has conducted a CHP audit in June 2013 followed by RIL implementation audit in August 2013. During the August 2013 assessment, no gap or observation was raised. Winmore Development Sdn Bhd had commenced their logging activities since July 2013. As per the recent audit, approximately 24% of the area has been logged, where 592 trees were felled. These logs are still located at log landing inside the compartment.

Summary Highlights & Results – KM Hybrid rd

When the 3 Supplemental Agreement was signed on 14 June 2012, 924.73 ha of KM Hybrid Plantation licensed area, which was burnt in August 2009 and March 2010, has been excised (C1, C4, and partly C3) from the Sook Plain Forest Reserve and an area of 741.48 ha (C2, C5, C6 and partly C3) is retained. In the same time, a total of 2,000 ha in Kuala Tomani Forest Reserve are as a replacement area for the compartments above. Since then, the licensee has dismantled gates located at the excised area, and erected a new gate at C2, demarcating and marking the new licensed boundary area within Sook Plan Forest Reserve and Kuala Tomani Forest Reserve. Km Hybrid is preparing a new FMP to include the new licensed area. To date, limited activities are being carried out at nd the retained area; ITP maintenance work is progress until 2 quarter only, as KM Hybrid Plantation has temporary ceased its activities in early June 2013 due to lack of funds from the company. Currently, no workers are residing within the licensed area. The current assessment of KM Hybrid Plantation has identified with the following highlights: 1. It is observed that the marking of new licensed boundary at C3 was not identifiable because of overgrown weeds. 2. Inconsistency of recording after carrying out forest security patrolling at the retained area, although no ITP activities.

Results: During September 2013 TLAS assessment, the percentage of indicators showing full or partial compliant for KM Hybrid Plantation Sdn Bhd was 100% and has complied with the Sabah TLAS to be classified as Verified Legal Compliant (VLC). Summary Highlights & Results – Lebihhasil - FMU 17A Lebihasil Sdn. Bhd. have scored 100% in the recent TLAS assessment for the year 2013. Currently Lebihasil are mainly focusing on the tending and maintenance of its planted areas specifically at C55 & C56. Trees above 4 years do not need any maintenance. Lebihasil have carried out replanting at the above compartment as deer’s ate the previous seedlings. Since the replanting activities are still on going (88.9%), update map for actual planted area has yet to be prepared. The licensee needs to take note with regards to one observation being raised; it is crucial for the licensee to segregate their waste between biodegradable and non-biodegradable before disposing into the landfills.

Results: During September 2013 TLAS assessment, the percentage of indicators showing full or partial compliant for Lebihasil Sdn. Bhd. (FMU 17 A) was 100% and has complied with the Sabah TLAS to be classified as Verified Legal Compliant (VLC). The following table displays a breakdown of the various levels of compliance. Summary Highlights & Results – Lebihhasil - FMU 17B st

Upon completion of planting on the 1 extension area, Lebihasil Sdn. Bhd. was awarded nd nd a 2 extension area, where the Supplemental Agreement was signed on 22 November 2012 for an additional of 1,000 ha at Sg. Pinangah Forest Reserve for forest rehabilitation. To date, the total area under Lebihasil’s management is approximately 3,000 ha in size. Summary Highlights & Results – Maxland - FMU 17A Currently, Maxland focuses its forest activities on the tending and maintenance (pruning and slashing activities) of its planted areas at C70 and C71. Maxland Sdn. Bhd. (FMU 17A) has scored 100% in the recent TLAS assessment for the year 2013, with one previous Partial compliant C10.1 gap closed and no new gap has been raised. 4 observations were identified and raised during the audit and there are; 1. Maxland does not have trained personnel in Forest Protection by Wildlife Department, in stopping and mitigating forest encroachment, illegal poaching and illegal felling etc. 2. In accordance with SFMLA agreement, Maxland needs to prepare its Forest Fire Management Plan for FMU 17A. 3. It is observed that the waste material at its landfill site needs to be segregated between biodegradable and non-biodegradable. 4. Construction of diesel tank bunker needs to be improved, as the current bunker is not adequate to accommodate the volume in case of any spillage.

Summary Highlights & Results – Maxland - FMU 17B Area C Maxland Sdn. Bhd. has completed its planting activity within FMU 17B Area C in February of 2013. The main focus of its activities for the current year is to carry out maintenance on planted areas, such as tending activities at patches of natural forest, as well as to raise Eucalyptus hybrid for trial plot for future planting. The licensee has obtained an approval from Forestry Department for planting Eucalyptus hybrid at Area C (Ref. letter #: JPHTN/PP 700-2/1/2/KLT.9/19 dated 28 June 2012).
