The foundation has existed for five (5) years now and has been helping out-of-school youths, displaced, and unemployed workers who availed its affordable technical-vocational short courses. The absence of a training center that caters to all construction-related trades propelled Primary Structures Corporation to establish Primary Structures Educational Foundation, Inc. Its main purpose is to train and certify Filipino builders at par with global standards. Months after its founding, PSEFI became the strongest partner of the government in providing training to construction workers in the Southern Philippines. It works closely with Technical Education and Skills Development Authority (TESDA), the government's vocational and technical training arm. At present, PSEFI is the leading training and certifying institution on technical and vocational courses in all construction related trades and the sole training and certifying entity for heavy equipment operations in the country. Coming up with combo courses that bundle related subjects to make the training more manageable and the Foundation's graduates more employable, PSEFI has revolutionized the vocational-technical training approach. A few of these combination courses are: Excavator, Bulldozer and Payloader Operations; Dump Truck, Transit Mixer and Prime Mover Operations; Mechanical, Electrical, Plumbing and Fire Protection Course; among others. PSEFI is certified by the Philippine Council of NGO Certification (PCNC). It, bears the PCNC imprint of reliability, sustainability, and good governance. The Philippine Council for NGO Certification (PCNC) was organized by six (6) of the country's largest national networks of NGOs. PCNC is authorized to accredit NGOs applying for donee institution status, which meet the minimum standards for certification. The certification from PCNC would then serve as the basis for the Bureau of Internal Revenue (BIR) to grant donee institution status to NGOs which have been certified by the PCNC.This arrangement serves as a new model of partnership between government and non-government sectors.

BUNKHOUSE INTENSIVE LITERACY DEVELOPMENT PROGRAM (BUILD) Primary Structures Corporation provides windows of opportunities to its workers who have not stopped dreaming of a better life despite their low educational attainment. In partnership with the Department of Education, these workers are provided with continuous, non-formal education by visiting public school teachers each weekday night at their bunkhouses until they are eligible to take the accreditation and equivalency test for either elementary or high school. To date, the program has enabled hundreds of deserving Primary Structures Corporation workers obtain either their elementary or high school diplomas, affording them avenues of opportunities previously beyond reach and which they can only dream about and long for.

PRIMARY ON-THE-JOB TRAINING PROGRAM The manpower sourcing starts with the onthe-job training of carefully selected students, handpicked from 50,000 candidates. Primary Structures Corporation is able to forge a strong working relationship with 49 schools, colleges and universities, training hundreds of students from the southern part of the Philippines yearly. These partners serve as a potent source of talented and disciplined students who are exposed to varied areas of interest and provided with the necessary hands-on opportunity to put their academic learning to practice. The On-The-Job Training Program is designed to groom the students to become effective construction practitioners.

CONSTRUCTION MANAGEMENTTRAINING PROGRAM (CONSMAT) The wide competency gap between what schools provide and what the industry demands takes time to bridge. Though the bachelor's degree diploma could be the graduate's passport to landing a job, it does not guarantee a competent performance on the job. To address this concern, Primary Structures Corporation subjects the newly-hired fresh graduates to extensive construction management training to equip them with soft and hard skills required by the job. The CONSMAT Program exposes them to all areas of construction management: materials procurement, engineering, architecture, project management and accounting. They are also tasked to study certain processes and are required to make some recommendations on process and productivity improvements.
